The Libertarian Party response to Missouri’s Amendment 4 and Amendment 5. We recommend a NO vote on these two amendments.

Amendment 4 – Makes passage of citizen created initiative petitions nearly impossible.

• Requires passage by a majority of voters in each Congressional district, instead of a simple statewide majority.
• Changes proposed by the legislature are exempt, and can pass with a simple statewide majority. 

Amendment 5 – Abolish the state income tax.

• Although Libertarians generally oppose taxes, this amendment will replace the income tax with massive sales tax increases that hit middle and lower-income Missourians hardest
• Strip away the Hancock Amendment’s protections and give the legislature unchecked power to raise sales taxes for five years
• Eliminate the income tax without any requirement to cut spending
• Shifts the tax burden from one group of citizens onto another
